In our league here, most D ends line up about 3-4 yards off the outside shoulder of the tackle.  The first move on the snap is for the DE to spring down field then cut back in.  How can I deal with this on an outside run?

You could put a TE out there and have him rip block him then have your tackle come in for a scoop block.Once your end feels the presence of your tackle coming in to scoop you have your end release and get out on a backer or look for a corner or a safety or just have your end release inside for a cutoff block. cutoff block--release inside,cross formation trying to block a defender ahead of the play
For that situation (if you're talking about weak side), I have a cross block between my G and T and it works great. Might not get outside of the DE, but you can beat him up to the inside. If the DE is not too far out side, I teach the T to drop step and rip across the DE.
